Where a factory-built home fits in Toronto
A modular home is built in sections in a factory, then trucked to your lot and set by crane. It goes through the same building permit as a site-built home. In Toronto, the right fit usually comes down to lot access, servicing and the local unit rules.
Units allowed on the lot
Toronto's By-law 474-2023 permits multiplexes of up to four units in Neighbourhoods city-wide (R, RD, RS, RM and RT zones), within roughly the same envelope as a detached house. Multiplexes are exempt from FSI and can be up to 10 m tall where the zone limit is lower.

A factory-built garden suite has to meet Toronto's detached unit limits for size, height and setbacks. Our Toronto garden suite guide lists them, with links to the official sources.
Site logistics
Modules arrive by truck and are set by crane, so street width, overhead wires, trees and the path to the foundation all matter. Most custom work in Toronto is a knockdown on an existing lot, and trees, FSI and the zone's "u" value shape what you can build.
